Key Assessment


Developments on 17 and 18 July 2026 confirm a geographical and functional expansion of hostilities. US targeting increasingly extends beyond Iranian combat assets to reconnaissance, command, logistics and regeneration structures; confidence: medium. Iran retains operational inventories of ballistic missiles, one-way attack drones and maritime disruption capabilities, demonstrated by its attacks during recent weeks. The size, disposition and sustainability of these inventories remain undetermined. Observable indicators assessed for the next four weeks do not show preparations for a major US ground offensive; probability: highly unlikely, confidence: medium.

Baseline and Scope


The current war began on 28 February 2026 with coordinated US-Israeli attacks on Iranian military, nuclear and political targets. Iran responded with attacks against Israel, US bases in the Gulf region and commercial shipping in the Strait of Hormuz. Several ceasefire and negotiation phases subsequently interrupted the hostilities without producing a durable settlement.

The Islamabad Memorandum of Understanding agreed in June 2026 established a 60-day framework for halting hostilities, reopening the Strait of Hormuz, gradually lifting the US blockade and negotiating sanctions and Iran’s nuclear programme. Renewed attacks in early July disrupted implementation. On 18 July, Iran announced that it was suspending its commitments under the memorandum.

This assessment covers military developments through 18 July 2026, Iran’s operational vulnerabilities, maritime effects and a four-week outlook. Israeli operations, potential Russian and Chinese support and the domestic situations of the belligerents are considered only where they directly affect Iranian military capability or escalation dynamics. A comprehensive humanitarian damage assessment is not possible because reporting remains conflict-party dependent and independent access is restricted.


Assessment Framework


Probability describes the expected occurrence of an event within the specified period:


Highly likely: more than 80 percent
Likely: 60 to 80 percent
Realistic possibility: 40 to 60 percent
Unlikely: 20 to below 40 percent
Highly unlikely: below 20 percent


Confidence describes only the quality of the intelligence basis:


High: multiple independent and reliable sources or directly observable activity
Medium: consistent indicator pattern with significant intelligence gaps
Low: single-source reporting, belligerent claims or ambiguous indicators


Probability and confidence are separate axes. Low confidence does not indicate low probability; it indicates that the evidential basis remains limited.


Seventh US Strike Wave and Operational Target Set


US Central Command reported the completion of the seventh consecutive night of strikes against Iran on 18 July. The stated target categories included military logistics infrastructure, surveillance sites, underground weapons storage and maritime capabilities. Additional reporting identified strikes against road and railway bridges, port infrastructure, energy supply and technical facilities in southern Iran. Target identity and battle-damage effects have been independently established only in part.

The target set is consistent with an interdiction campaign against Iran’s operational system. The strikes likely aim not only to destroy individual combat assets but also to disrupt the functional chain of reconnaissance, command, engagement, sustainment and regeneration; probability: likely, confidence: medium.


Strikes against transport routes connecting Iran’s interior with its coastal regions can delay the movement of ballistic missiles, one-way attack drones, fuel, spare parts and reinforcements into Hormozgan. The targeting of coastal surveillance and port infrastructure can simultaneously reduce the ability of the Islamic Revolutionary Guard Corps to detect, classify and engage shipping in the Strait of Hormuz.

Iranian reporting indicates that a military site outside Yazd was struck. Reporting of attacks near Lar is less substantiated. These developments may mark a limited extension of US strikes beyond the previous concentration along the Gulf coast; probability of a sustained expansion into Iran’s interior within four weeks: realistic possibility, confidence: low.


US Aerial Refuelling and Operational Endurance


Open-source flight tracking has identified movements of US KC-135 and KC-46 aerial refuelling aircraft from Europe towards the Middle East. The number of aircraft, final operating locations, mission assignments and deployment duration cannot be established comprehensively from public data.

The movements likely support or reinforce US air operations within the CENTCOM area of responsibility; probability: likely, confidence: medium. Additional tankers increase the range, endurance and number of combat aircraft that can operate simultaneously. They can also support further aircraft deployments and compensate for technical unavailability or earlier losses.


This indicator does not independently support an assessment of a ground operation. It is consistent with the continuation or intensification of the air campaign. A conventional ground offensive would require additional deployments of land combat, amphibious, engineering, logistics and medical forces.

The operational importance of aerial refuelling increases the target value of Prince Sultan Air Base in Saudi Arabia. Damage to tankers, runways, fuel infrastructure or ground-support facilities could reduce the tempo of US air operations, force dispersal and require additional air-defence assets.


Iranian Expansion of the Regional Target Set


Iran reported an attack against Prince Sultan Air Base. This was the first reported Iranian attack on a target in Saudi Arabia in almost four months. Tehran stated that the base had supported US aerial refuelling operations. Direct involvement in the latest strikes and the resulting damage have not been independently confirmed.

The target selection indicates that Iran is increasingly incorporating the regional support architecture for US air operations into its retaliatory planning; confidence: medium. Such attacks can combine potential military effects against US forces with pressure on host governments. Whether Tehran’s primary objective is to restrict US access, generate diplomatic pressure on Washington or restore deterrence cannot be determined separately.


Iran also claimed attacks against US UAV facilities and an artificial-intelligence centre in Bahrain. Bahrain reported air alerts and defensive action. The function, military use and damage status of the identified facilities have not been independently established. Iran’s designation of an AI centre does not demonstrate that the facility directly supported US targeting.

The IRGC also threatened attacks against economic, industrial and technological facilities assessed by Tehran as supporting US operations. A systematic implementation of this expanded target category during the next four weeks cannot currently be assessed with decision-relevant probability. The statement expands Iranian targeting rhetoric but does not demonstrate corresponding operational planning.


Erosion of Iranian Target Restraint


Iranian attacks during recent weeks have been distributed unevenly across the region. Bahrain, Kuwait and Jordan have been targeted more frequently, while attacks against Qatar, the United Arab Emirates and Oman have remained more limited. The pattern correlates with the military functions of regional US facilities but does not provide a definitive reconstruction of Iranian decision-making.


Given the extension of attacks into Saudi Arabia and the announcement of additional target categories, Tehran likely assesses that its previous operations were insufficient to alter US operational planning or regional support; confidence: medium.


Iranian targeting rhetoric is consistent with an attempt to distinguish between states actively supporting US operations and states restricting the use of their territory; confidence: low. Selection criteria may differ among Iran’s political leadership, the IRGC and the regular armed forces.

Civilian casualties or sustained disruption of energy and water infrastructure could drive Gulf states towards closer military cooperation with Washington. Iranian target expansion could therefore strengthen the regional US support structure even though the attacks are operationally intended to weaken it.


Gulf States as Independent Actors


Saudi Arabia, Bahrain, Kuwait, Qatar, Oman and the United Arab Emirates cannot be assessed solely as hosts of US forces. Their primary interests include sovereignty, energy exports, water production, air routes and economic stability.

Kuwait reported damage to a desalination plant and an oil facility. Bahrain, Jordan, Saudi Arabia and other states reported interceptions of Iranian missiles and drones. These attacks increase pressure for closer coordination with the United States on air defence, early warning and critical-infrastructure protection.

The Gulf states simultaneously have an interest in avoiding classification as launch platforms for offensive operations against Iran. This creates a conflict between dependence on US military protection and attempts to reduce Iranian retaliation by restricting offensive use of regional bases.


Al-Tanf and the Syrian Dimension


Iran stated on 16 July that it had attacked a US command facility at al-Tanf in Syria. The installation lies on a strategic corridor connecting Syria, Iraq and Jordan and supports US surveillance and special-operations activities in the border region. The claimed effects have not been independently confirmed.

Hamidreza Azizi assessed the operation as a possible warning to the Syrian government against military intervention against Hezbollah in Lebanon. No corroborating operational indicators support this attribution of intent.


The attack was likely directed against the US regional presence; probability: likely, confidence: medium. An additional signalling function towards Damascus remains a realistic possibility; confidence: low.


Maritime Situation in the Strait of Hormuz


Iranian sources reported on 17 July that a Thailand-flagged vessel had been attacked after allegedly attempting to transit the Strait of Hormuz without Iranian authorisation. At the reporting cut-off, no publicly attributable UK Maritime Trade Operations or Joint Maritime Information Center notice connected this specific Iranian claim to an identified vessel, position and damage assessment.


This must be distinguished from the documented incident on 11 March 2026. The Thailand-flagged Mayuree Naree was struck by two unidentified projectiles in the Strait of Hormuz. Its operator reported a fire and engine-room damage, and UKMTO recorded the incident. Available information is insufficient to equate the Iranian report of 17 July with the Mayuree Naree or the earlier event.

Iranian media also reported that two oil tankers suffered explosions and caught fire after passing through a mined area. Their positions, names, damage and the alleged mine cause have not been independently confirmed. UKMTO and JMIC had not issued a publicly attributable mine confirmation corresponding to these two Iranian claims by the reporting cut-off.

Iran’s attempt to enforce control over transit is not assessed solely from the unconfirmed incident of 17 July. On 11 July, the IRGC had again declared the strait closed to unauthorised shipping. Documented attacks, vessel seizures and Iranian control demands during previous months provide additional evidence. 


Iran is attempting to enforce its asserted authorisation regime through operational measures; confidence: high.


Transit, Insurance Market and Oil Prices


Before the war, an average of approximately 130 vessels passed through the Strait of Hormuz each day. On 9 July, only two tanker transits were recorded during the early hours of the day. On 13 July, tanker passages fell to their lowest level in two months. Individual daily counts remain incomplete because of disabled AIS transmitters, tracking disruption and unreported movements. The available traffic picture nevertheless confirms a substantial reduction from pre-war levels; confidence: high.


Additional war-risk premiums were quoted at approximately three to four percent of insured hull value in late June. These figures refer to short-term war-risk cover, commonly for a seven-day period, and not automatically to each individual transit. The corresponding pre-war benchmark was approximately 0.25 percent. For a tanker insured at $100 million, a four-percent premium represents approximately $4 million for the respective seven-day cover period.

Higher premiums interact with crew hazard pay, potential coverage exclusions and uncertain military transit procedures. Commercial traffic can therefore be economically constrained without the strait being physically sealed.


Before the war, approximately 20 percent of global oil supplies moved through the Strait of Hormuz. Brent crude closed at $84.73 per barrel on 14 July and at $88.10 on 17 July. Compared with approximately $75.95 on the previous Friday, this represented a weekly increase of about 16 percent. The rise between 14 and 17 July was approximately four percent. The two reference periods must be assessed separately.


The price movement reflects both physical supply disruption and a market war-risk premium. It does not provide a direct measurement of the reduction in physical transit.


Bab el-Mandeb as a Potential Second Maritime Theatre


Unconfirmed reporting indicates possible Houthi preparations to renew attacks on shipping through the Bab el-Mandeb. Publicly observable indicators are insufficient to establish that a coordinated campaign is imminent.

The Houthis possess demonstrated capabilities involving one-way attack drones, cruise missiles, anti-ship ballistic missiles and unmanned surface vessels. These systems enable attacks against commercial shipping and naval protection forces but do not provide assured and sustained control of the strait.

Whether the Houthis will initiate a renewed campaign during the next four weeks remains an open question. The intelligence basis is insufficient for a decision-relevant probability assessment.


Iranian Operations in Northern Iraq


Iranian armed forces reported further operations against Kurdish opposition and insurgent groups in northern Iraq. Iranian battle-damage claims include the deaths of several commanders and the destruction of facilities. These effects have not been independently confirmed.

The continuation of these operations demonstrates that Iran remains required to allocate forces to border security and counter-insurgency while engaged against the United States. The attacks likely aim to prevent armed groups from exploiting the pressure on Iranian security forces for infiltration, sabotage or attacks in western border regions; probability: likely, confidence: medium.


Vulnerability of Iranian Air Defence


Iranian air defence consists of Russian and domestically produced systems of varying ranges, supplemented by older and technically heterogeneous components. Its effectiveness depends on early-warning radar, tracking sensors, fire-control sites, data links and a consolidated air picture.

Repeated attacks against radar, air-defence positions and communications can fragment the network. Destruction of every launcher is not required. The loss of sensors and data links can isolate otherwise operational surface-to-air missile systems and reduce their response capability.

Mobile systems remain harder to locate and engage. Without external target cueing, however, their reaction time and effective coverage decline. Repeated US strikes against targets in southern and central Iran indicate gaps in the Iranian air-defence network; confidence: medium. The extent, geographical distribution and duration of these limitations cannot be independently established.


Vulnerability of the Reconnaissance Architecture


Iran requires a continuous operational picture for air defence, coastal surveillance and long-range strikes. Its architecture includes ground-based radar, electro-optical sensors, UAVs, coastal reporting stations and regional observation networks.

Attacks against these sensors reduce the range, timeliness and accuracy of target acquisition. Mobile launchers and small naval units remain operational in principle but cannot be coordinated effectively without reliable targeting data.

US strikes against coastal surveillance sites likely aim to reduce Iran’s ability to classify and track maritime traffic; probability: likely, confidence: medium. A continuous reconnaissance gap along the Iranian coastline has not been demonstrated.


Vulnerability of the Command Architecture


Iran operates redundant and partly hardened command posts and command facilities. Military command nevertheless depends on communications nodes, data links and regional command posts.

The loss of individual command facilities does not necessarily terminate operations. It can delay command transmission, target allocation and coordination among the regular armed forces, IRGC, air defence and naval forces. Alternative communications preserve basic functionality but generally provide lower capacity and may be easier to detect.

Greater delegation to regional formations improves operational continuity when links to the central command are disrupted. It also increases the risk of divergent targeting, duplicate engagement or politically unauthorised escalation. Whether Iran has activated corresponding levels of delegated authority is unknown.


Logistical Chokepoints in Southern Iran


Bandar Abbas, Qeshm, Chabahar and the transport corridors into Hormozgan are central to coastal defence, naval operations and sustainment. Iran’s road network provides alternatives, but heavy equipment, ballistic missiles, cruise missiles, fuel and spare parts cannot be moved indefinitely through secondary routes.


Damage to road and railway bridges increases transit time, concentrates movement on remaining crossings and makes military transport more observable. Connections between Iran’s interior plateau and the coastal regions are particularly relevant.

Repeated strikes against these routes likely reduce the speed of Iranian reinforcement and replenishment in the south; probability: likely, confidence: medium. An operational collapse of coastal sustainment has not been demonstrated.


Regeneration of Missile and Drone Forces


Iranian regeneration must be assessed by weapon category. Ballistic missiles, cruise missiles, one-way attack drones and land-based anti-ship missiles depend on different production chains, launch systems and employment concepts.

Ballistic missiles require specialised propulsion production, propellants, guidance electronics, warheads and test facilities. Production sites and technical personnel cannot be replaced rapidly. Their destruction can affect regeneration more severely than the loss of individual stored missiles.


Cruise missiles require engines, navigation systems and precision-manufactured airframes. Dependence on specialised components increases vulnerability to destroyed production facilities and disrupted supply chains.

One-way attack drones can be produced more cheaply and in more dispersed facilities. Their production still depends on engines, electronics, navigation components, explosives and assembly capacity. Iran is likely able to replace losses in this category faster than losses of complex ballistic and cruise missiles.


Land-based anti-ship missiles remain relevant to Iran’s denial posture in the Strait of Hormuz. Their effectiveness also depends on coastal reconnaissance, target cueing and operational launch vehicles.

Continuing strikes will probably impair Iran’s ability to regenerate ballistic and complex cruise missiles over six to twelve months; probability: likely, confidence: medium. The regeneration of simpler one-way attack drones is assessed as less severely affected.


Maritime Reconnaissance and Naval Forces


Iranian maritime operations depend on an integrated network of coastal radar, electro-optical sensors, UAVs, small boats, coastal reporting stations and positions on offshore islands. This network enables detection, classification and tracking of maritime traffic.

Attacks against radar, coastal reporting stations and communications can restrict the coordinated use of small boats, mines and land-based anti-ship missiles. Iran retains the ability to conduct individual attacks and generate maritime uncertainty. Its ability to maintain continuous surveillance will likely decline as sensor losses accumulate; confidence: medium.

Larger Iranian vessels, fixed naval bases and known support facilities are exposed to US air and naval power. Iran cannot establish sustained conventional sea control against the United States. Its asymmetric assets nevertheless remain sufficient to threaten transit and tie down protection forces.


Nuclear Complex and IAEA Status


The war began on 28 February with attacks that included Iranian nuclear installations and related support structures. Natanz, Fordow, Isfahan and other sites form an interconnected system of enrichment, conversion, storage, energy supply, access structures, maintenance facilities and specialised personnel.

No publicly confirmed attacks against Natanz, Fordow or other principal enrichment facilities were identified during the seven US strike waves between 11 and 18 July. Publicly stated target categories focused on military logistics, coastal surveillance, air defence, weapons storage, transport infrastructure and maritime capabilities. Covert or undisclosed attacks against nuclear-related support infrastructure cannot be excluded.


The remaining volume and location of enriched uranium and the operational status of individual enrichment areas cannot be reliably established because independent access remains restricted. The Islamabad Memorandum envisaged resolving the stockpile under a later mechanism supervised by the International Atomic Energy Agency. It also required Iran to maintain the nuclear status quo during the negotiating period.

Iran’s declaration of 18 July concerned implementation of the Islamabad Memorandum. It did not independently establish a formal suspension of all obligations towards the IAEA. The status of individual monitoring, inspection and verification measures must therefore be assessed separately.


Any military assessment of Iran remains incomplete without a reliable picture of the nuclear complex. Intact underground areas, unlocated enriched material or surviving centrifuge components could remain strategically relevant despite severe damage to entrances and support systems.


Humanitarian and Civil-Infrastructure Effects


Iranian health authorities reported at least 50 fatalities and more than 500 injuries since the resumption of US attacks in early July. These figures cannot be fully independently verified. Strikes against power, water and transport infrastructure caused outages in parts of Hormozgan, and several communities temporarily lost access to water supplies.

Kuwait reported damage to a desalination plant, an oil facility and other supply infrastructure. Injuries and operational disruption were reported. The interdependence of electricity generation, desalination and pumping increases the risk of cascading failures across the Gulf states.

The military effect of attacks against dual-use infrastructure must therefore be distinguished from consequences for water supply, healthcare, cooling systems and civilian mobility. No reliable aggregate figure for the affected civilian population is available.


Israel, Russia and China

Israel participated in the opening attacks of the war. No operational Israeli role has been publicly confirmed for the latest seven US strike waves. Israeli intelligence or targeting support remains possible but cannot be separately assessed from available reporting.

Russia and China have an interest in preserving Iran as a regional partner and limiting US dominance. No direct military intervention on Iran’s behalf is observable. Potential supplies of spare parts, sensors, air-defence components, satellite data or industrial inputs are more relevant. Current supply flows have not been reliably established.

China is additionally exposed through its dependence on energy imports passing through the Strait of Hormuz. Beijing therefore has an independent interest in restoring shipping without legitimising US control of the waterway. Russia may benefit from higher energy prices but risks further degradation of its Iranian partner.


No Indicator Chain for a Major US Ground Offensive


Hamidreza Azizi assesses repeated strikes against transport and logistics infrastructure as possible battlefield preparation and considers a later ground operation increasingly likely. The target pattern alone does not support this conclusion.

The affected routes already have immediate military value within the current air and maritime campaign. Their disruption impedes Iranian force movement, coastal sustainment and regeneration. An additional invasion hypothesis is not required to explain the target set.

A major ground or amphibious operation would require the concentration of land-combat formations, amphibious lift, engineering units, mine countermeasures, ground logistics, fuel reserves, field maintenance and medical capacity. Preparations for landing areas, airborne insertion zones or sustained lines of communication would also be expected.

These indicator categories were reviewed against publicly observable deployments. No corresponding concentration is identifiable. Covert special-operations preparations and non-public planning remain only partially observable through open sources. The negative finding therefore applies to a major conventional ground or amphibious operation, not to limited special-operations missions.

The assertion that the question is now “when” rather than “if” exceeds the available intelligence.


Warning Indicators

Expansion to the Bab el-Mandeb

Indicators would include movement of mobile missile and drone units towards Yemen’s western coast, increased maritime reconnaissance, evacuation of Houthi-controlled port areas, warnings to shipping companies, activation of launch sites and coordinated messaging with the IRGC.


Transition to Iranian Massed Salvos

Indicators would include decentralised release authority, visible movement of additional launchers, increased activity at underground facilities, combined employment of ballistic missiles, cruise missiles and one-way attack drones, and shorter intervals between attack waves.


Campaign Against Economic and Technological Infrastructure


Indicators would include explicit IRGC designation of civilian sectors or companies, reconnaissance against data centres, telecommunications, energy and industrial facilities, evacuation warnings, preparatory cyber activity and initial attacks against facilities without an immediate military function.


Collapse of Coastal Sustainment


Indicators would include multi-day disruption of several road and railway corridors, fuel rationing among coastal formations, reduced maritime sortie rates, relocation of depots inland, increased use of civilian transport and delayed repair of damaged routes.


Accelerated Erosion of Air Defence


Indicators would include a marked reduction in Iranian engagement attempts, repeated US use of identical penetration corridors, concentration of remaining systems around a small number of priority areas, increased dependence on local sensors and loss of regional air-picture centres.


Nuclear Escalation


Indicators would include new attacks against Natanz, Fordow or Isfahan, movement of enriched material, renewed or increased higher-level enrichment, additional restrictions on international monitoring, relocation of centrifuge components and reinforced security at unidentified underground sites.


Change in Gulf-State Behaviour


Indicators would include restrictions on US launch and overflight permissions, relocation of US forces from exposed bases, separate Gulf negotiations with Tehran, additional air-defence deployments, coordinated public attribution or formal activation of collective defence mechanisms.


Ceasefire or Renewed Negotiations


Indicators would include a multi-day suspension of reciprocal attacks, public activation of Pakistani and Qatari mediation, renewed implementation mechanisms for the Islamabad Memorandum, coordinated Hormuz transit procedures, relaxation of the US blockade and verifiable resumption of nuclear negotiations involving the IAEA.


Intelligence Outlook

Decision-Relevant Assessments


The US air and interdiction campaign will highly likely continue during the next four weeks; confidence: high.

Iran will likely conduct further attacks against regional US facilities and their military support infrastructure during the same period; confidence: medium.


Commercial traffic through the Strait of Hormuz will highly likely remain substantially below pre-war levels; confidence: high.


A major US ground or amphibious operation against the Iranian mainland is highly unlikely during the next four weeks; confidence: medium.


If the current strike intensity continues, Iran’s regeneration of complex ballistic and cruise missiles will likely be more severely affected over six to twelve months than its production of simpler one-way attack drones; confidence: medium.


Open Questions Without Decision-Relevant Probability


Whether the Houthis will initiate a renewed Bab el-Mandeb campaign during the next four weeks cannot be assessed because preparation indicators remain insufficient.

Whether Iran will systematically implement its announced target expansion against economic and technological infrastructure cannot be assessed reliably.

Whether individual Gulf states will restrict operational support for US attacks depends on non-public basing agreements and national damage assessments.

Whether the Islamabad Memorandum will be reactivated or replaced by a new ceasefire framework cannot be assessed following Iran’s suspension announcement of 18 July.


Intelligence Gaps and Assessment Risks


Iran’s remaining combat power cannot be derived from the number of reported attacks or destroyed facilities. Underground storage, mobile launchers, decoys and dispersed command posts limit collection. Inventories and production capacity for ballistic missiles, cruise missiles and land-based anti-ship missiles remain particularly uncertain.


Open-source flight tracking captures only part of military air traffic. Disabled transponders, changing call signs and intermediate stops complicate differentiation between reinforcement, replacement deployment and short-term operational support.

Maritime traffic figures are affected by disabled AIS transmitters, satellite-navigation interference and unreported movements. The reduction in traffic is well established, but exact daily counts carry lower confidence.


The highest escalation risk during the next four weeks lies at the intersection of attacks against regional bases and maritime incidents. High US casualties, severe damage to a commercial vessel or sustained disruption of regional energy and water infrastructure could trigger another escalation cycle.
