France / Germany: Macron’s SAMP/T NG Offer Seeks to Reshape European Missile Defence

Key Assessment
French President Emmanuel Macron offered Germany participation in the co-production of the Franco-Italian SAMP/T NG air and missile defence system on 17 July 2026. The original French statement confirms the political intent to develop a joint solution with Germany and Italy. No German procurement decision, agreed industrial workshare, allocated funding or delivery schedule has been documented.
The offer concerns the command and industrial structure of European air defence. Germany has established a layered architecture based on IRIS-T, Patriot and Arrow 3 through the European Sky Shield Initiative. France remained outside ESSI and criticised its reliance on US and Israeli systems as a strategic dependency. SAMP/T NG represents the Franco-Italian countermodel to Germany’s procurement architecture.
The Franco-German Defence and Security Council places ballistic missile defence, early warning and long-range conventional precision strike within a joint framework for escalation management below the nuclear threshold. SAMP/T NG is therefore functionally connected to the JEWEL early-warning initiative, the European Long-Range Strike Approach and the conventional reinforcement of France’s forward deterrence posture.
A near-term replacement of Patriot is not indicated. Germany is expanding its Patriot inventory, procuring PAC-3 MSE and converting launchers for the interceptor. Current SAMP/T NG production is initially committed to French and Italian orders. Denmark selected the system in September 2025; the binding order was announced publicly on 21 April 2026. Initial deliveries are scheduled from 2028. No substantiated delivery plan exists for a potential German customer.
Situation Assessment I: SAMP/T NG as a Countermodel to ESSI
Germany launched the European Sky Shield Initiative in October 2022 as a multinational procurement and integration framework for ground-based air defence. German planning combines IRIS-T for the lower and medium engagement ranges, Patriot for long-range endoatmospheric defence and Arrow 3 for exoatmospheric interception. These systems are intended for integration into NATO’s air and missile defence architecture.
France did not join ESSI. Paris assesses the procurement of the US Patriot system and the Israeli-US Arrow 3 as creating non-European dependencies. The French position also concerns the allocation of European defence expenditure: major elements of system authority, interceptor production, export control and further development remain with companies and governments outside the European Union.
SAMP/T NG follows a different industrial model. System authority, radar, engagement module and Aster interceptors are largely located within the Franco-Italian defence industrial base. Paris links this structure to European technological and operational freedom of action.
Macron’s offer addresses this divergence. German participation would expand the Franco-Italian production base and establish SAMP/T NG as a second long-range system family alongside Patriot. Germany would simultaneously operate the ESSI architecture and become an industrial partner in its European competitor. This would reduce the current concentration of German missile defence on Patriot and Arrow 3 without formally dissolving ESSI.
Denmark provides a substantiated precedent. On 12 September 2025, the Danish government decided to acquire SAMP/T as the long-range component of its new ground-based air defence architecture. The Danish Ministry of Defence explicitly identified the Franco-Italian system. Eurosam and Thales subsequently confirmed the systems-specific selection as SAMP/T NG.
The binding order was announced publicly on 21 April 2026. A published Danish contract notice identifies four SAMP/T NG systems, including interceptors, training and support, with a value of approximately €1.47 billion. This initial contract must be distinguished from Denmark’s wider programme. The Danish Ministry of Defence estimates expenditure of DKK58 billion for the procurement and operation of eight long- and medium-range air defence systems over the planning period. The two figures cover different scopes and are not directly comparable.
Initial SAMP/T NG deliveries to Denmark are scheduled from 2028. Danish ESSI membership and procurement of the Franco-Italian system therefore exist in parallel. ESSI does not impose a closed system catalogue. France and Italy have simultaneously gained access to a procurement environment previously led politically by Germany.
Situation Assessment II: Missile Defence and Escalation Management
The council conclusions of 17 July 2026 link early warning, ballistic missile defence and Deep Precision Strike. These capabilities are intended to provide Germany and France with additional response options during escalation below the nuclear threshold.
In his French-language press conference, Macron placed early warning, deep-strike capabilities and air defence within the conventional reinforcement of forward deterrence. SAMP/T NG consequently assumes a function within a graduated deterrence and response architecture.
JEWEL constitutes the planned early-warning network. Space-based and ground-based sensors are intended to detect launches and trajectories, support threat classification and increase decision time. Available warning time directly affects alerting, force dispersal, protective measures and the authorisation of engagements.
The offensive conventional component is being developed through ELSA and supplementary British-German work. France, Germany, Italy, Poland, Sweden and the United Kingdom established the European Long-Range Strike Approach in 2024. The German Ministry of Defence has separately confirmed British-German work on a long-range precision-strike weapon with a range exceeding 2,000 kilometres.
The Franco-German council conclusions also specify the examination of ballistic propulsion for weapons with a range of 2,500 kilometres and expressly reference existing ArianeGroup capabilities. The documented wording confirms an assessment task. It does not establish a system selection, the transfer of M51 technology or an approved development programme for a conventional ballistic missile.
Missile defence forms the defensive component of this capability network. SAMP/T NG is intended to engage aerodynamic targets and tactical ballistic missiles within the atmosphere. Potentially protected assets include command facilities, air bases, logistics nodes, critical infrastructure and forces required for conventional or nuclear deterrence.
This capability network expands the response spectrum between absorbing an adversary strike and escalating to nuclear employment. Early warning increases decision time. Interceptors reduce the immediate effects of an attack. Deep Precision Strike provides conventional options against hostile command, launch and support infrastructure.
The council conclusions reaffirm NATO nuclear deterrence and nuclear-sharing arrangements. Bilateral cooperation is intended to supplement these structures. It nevertheless creates an additional Franco-German layer in which French deterrence, German conventional participation, shared early warning, missile defence and deep-strike capabilities are functionally connected.
The operational resilience of this architecture depends on sensor coverage, command-and-control capacity, interceptor stocks, force disposition and endurance. A limited number of SAMP/T NG systems could protect prioritised areas and assets. It would not provide comprehensive defence against large-scale or sustained missile attacks.
Development and Procurement Status
France and Italy commissioned OCCAR to develop and qualify SAMP/T NG on 19 March 2021. The production contract followed in early 2023. By September 2024, 18 formations designated as “sections” were planned for the French Air and Space Force, the Italian Army and the Italian Air Force.
This figure is not directly comparable with the eight additional Patriot fire units ordered by Germany. “Section”, “battery” and “fire unit” do not denote a standardised organisational or materiel configuration. The number of launchers, radars, command posts, support vehicles, reserve components and interceptors can differ substantially.
Eurosam manages the programme as a consortium comprising MBDA France, MBDA Italia and Thales. The French configuration uses the Thales Ground Fire 300 radar. Italy employs the Leonardo Kronos Grand Mobile High Power. Thales and MBDA Italia contribute to the engagement module. Core system responsibilities are therefore already distributed between France and Italy.
Aster 30 B1NT is the principal interceptor. Qualification firings have been conducted since 2024. Complete system configurations comprising radar, engagement module, launchers and Aster 30 B1NT were tested in December 2025. Statements by OCCAR and the manufacturers support an assessment of advanced development maturity. Publicly available data do not permit a definitive determination of performance limits across the full claimed target spectrum.
According to Eurosam, a SAMP/T NG section can comprise up to six launchers carrying eight Aster interceptors each. The manufacturer reports a radar detection range exceeding 350 kilometres and a deployment time of less than 30 minutes. Independently verified figures for interception altitude, defended area, target velocity and simultaneous engagements are unavailable. Open sources therefore do not support a quantified performance comparison with PAC-3 MSE.
France commissioned the integration of VL MICA in April 2026. The planned two-layer configuration is intended to combine Aster against long-range and high-end threats with a separate interceptor for less demanding targets. This configuration remains under development.
Delivery Schedule and Production Status
No near-term availability is evident for Germany. Current production must first meet French and Italian requirements. The Danish export order generates additional demand and schedules initial deliveries from 2028.
This date represents the earliest publicly confirmed delivery to a user outside the two development nations. A German order would require a separate position in the production schedule. Without a reserved production lot, deliveries would depend on additional capacity or the reallocation of existing orders.
The constraint also applies to Aster interceptors. The missile family is required for land-based systems and French, Italian and British warships. Additional demand is expected from announced Ukrainian production participation and potential export customers. Annual Aster 30 B1NT production figures have not been disclosed.
German co-production could add capacity. It would require investment in manufacturing facilities, personnel, test equipment, precursor materials and supply chains. No additional output would become available before new production sites had completed qualification.
The current order book does not support a confident assessment of German initial operational capability before the end of the decade. Material indicators would include the reservation of a production lot and funded expansion of Aster manufacturing capacity.
Germany’s Patriot Commitment
Germany ordered additional Patriot equipment in two separate procurement steps during 2024. Raytheon announced a contract worth approximately $1.2 billion in March. It covers Configuration 3+ systems, including radars, launchers, command posts, spares and support.
A second contract worth approximately $1.2 billion followed in July 2024. The two procurement steps are expected to provide equipment for eight additional Patriot fire units. Public communications do not fully identify the allocation of all eight units between the two contracts. The aggregate figure is substantiated.
In December 2024, the competent Bundestag committees approved 128 PAC-3 MSE interceptors and 16 launcher conversion kits. Further PAC-3 MSE procurement and 93 additional conversion kits followed in late 2025. These measures bind German air-defence planning to Patriot over the long term.
Industrial dependency differs by interceptor. PAC-3 MSE remains a US-controlled hit-to-kill system. Production, export approval, prioritisation and delivery schedules remain subject to US decisions. Germany has no domestic PAC-3 MSE final-assembly line.
A German production capability is being created for GEM-T. COMLOG, a Raytheon and MBDA Deutschland joint venture, is preparing to manufacture up to 1,000 interceptors for European Patriot users in Bavaria. Production is scheduled to begin in late 2026, with initial deliveries in 2027.
GEM-T and PAC-3 MSE serve different engagement profiles. European GEM-T production does not remove dependency on PAC-3 MSE. SAMP/T NG could expand the stock of European-produced interceptors against ballistic targets but would introduce an additional system family with separate training, maintenance and logistics requirements.
Financing Framework
No German budget submission for SAMP/T NG has been documented. Funding would have to be provided alongside Patriot, Arrow 3, IRIS-T and their associated command-and-control and sensor programmes.
The requirement would extend beyond complete system formations. It would include interceptors, infrastructure, training, spares, test equipment, software support and life-cycle sustainment. German co-production would require additional investment in manufacturing and qualification capacity.
SAFE can support joint European procurement through long-term EU loans. The instrument provides up to €150 billion. Air defence, missiles and Deep Precision Strike are eligible categories. Germany, France, Italy and further partners could in principle use SAFE to finance a joint acquisition or production expansion. Repayment would remain the responsibility of the participating states.
EDIP provides €1.5 billion in grants for the 2025–2027 period. More than €700 million is allocated to industrial capacity expansion, including missiles and ammunition. These funds could support individual production measures but could not finance a complete German SAMP/T NG procurement.
A viable structure would have to combine national funding or SAFE loans for systems and interceptors with EDIP grants for additional European production capacity. No corresponding joint application has been identified.
Industrial Authority and Participation Risks
Germany would enter a programme whose development, system architecture and industrial division are already largely established. France and Italy control existing work packages through OCCAR, Eurosam and their national companies.
MBDA Deutschland has the technical basis to participate in missile subassemblies, launchers, maintenance or system support. Its position within the MBDA group facilitates integration. It does not confer German rights over system authority, intellectual property, export decisions or future development.
The size of a German order would constitute Berlin’s principal negotiating leverage. A limited quantity could support supplier work, maintenance or final assembly. A dedicated production line and participation in programme governance would require a larger order and additional development funding.
FCAS and MGCS provide the available empirical baseline. Within the Future Combat Air System, disputes over industrial leadership, intellectual property and core work packages caused the collapse of the previous joint development structure. On 17 July 2026, Macron acknowledged the failure of SCAF and announced closer political control of future programmes.
MGCS has been delayed by comparable disputes. The latest council conclusions concentrate further cooperation on a research programme for networked crewed and uncrewed platforms and a technical demonstrator. This departs from the original plan for a common Franco-German successor to Leopard 2 and Leclerc.
SAMP/T NG therefore requires binding provisions on workshare, intellectual property, export rights, national configurations and further development. Macron’s political co-production offer contains none of these provisions.
Intelligence Assessment
Based on the council conclusions, French public communications and the timing of the offer, it is assessed with high confidence that Paris is pursuing three connected objectives: scaling SAMP/T NG as a European alternative to Patriot, expanding the Franco-Italian production base through German demand and drawing Germany more closely into France’s preferred air-defence architecture. Its linkage to the new deterrence cooperation also assigns the system a role in the conventional reinforcement of French forward deterrence.
Within the German defence architecture, SAMP/T NG would overlap substantially with Patriot. Open-source performance data do not indicate a separate defensive layer between Patriot and Arrow 3. Its principal military value would be diversification of interceptor supply, an additional European production base and the system radar’s 360-degree coverage.
Germany already possesses a funded layered architecture based on IRIS-T, Patriot and Arrow 3. Current procurement commitments, occupied European production capacity and the requirement for an additional logistics chain preclude a near-term replacement of Patriot.
Transition from political offer to material cooperation would be indicated by the inclusion of SAMP/T NG in German capability planning, German accession to the OCCAR programme structure and funding through a parliamentary submission or SAFE. Only the assignment of German work packages, reservation of a production lot and expansion of Aster capacity would materially confirm co-production and deliverability.
Until these indicators emerge, Macron’s offer remains a French initiative to reshape Europe’s air-defence and defence-industrial architecture. Germany has assumed no operational, financial or industrial commitment.
