1GNC in the Baltics: A Corps Mission Ahead of Full Corps Capability

Key Finding


Since 1 July 2026 the 1 German-Netherlands Corps has commanded NATO land operations in Estonia and Latvia. In the event of defence it assumes control of the allied and national land forces assigned to that mission, among them the Estonian Division and Multinational Division North. Its planned command scope reaches up to 50,000 soldiers.

Franz-Stefan Gady argues that Germany's European leadership role requires a nationally available core of command, fires and support capabilities. The new Baltic mission makes that argument concrete: Germany and the Netherlands provide an experienced headquarters and deeply integrated land forces, while deep fires, air defence and operational logistics have yet to reach the required strength.

The operational time gap runs between an already activated binational corps mission and national contributions that have not been fully delivered. German capability targets extend to horizons of 2035 and 2039. The corps mission has been in force since 1 July 2026.

The Mission on NATO's Eastern Flank


On 30 June 2026, at a ceremony in Valga/Valka, Multinational Corps Northeast transferred responsibility for Estonia and Latvia to the 1 German-Netherlands Corps. The new command arrangement took effect the following day. The IISS reads the reorganisation as NATO's return to a land-based multi-corps structure on the north-eastern flank.

Multinational Corps Northeast in Szczecin now concentrates on Poland and Lithuania. It retains the Lithuanian Division, Multinational Division Northeast and the German Panzerbrigade 45. The 1GNC in Münster commands the forces earmarked for Estonia and Latvia, including the Estonian Division and Multinational Division North.


In peacetime the corps plans exercises, prepares the regional defence plans and organises the reception of reinforcements. In the event of defence it commands the assigned NATO formations and national land forces. The mission thus implements the NATO Force Model regionally: national forces are pre-assigned to a regionally responsible headquarters, held at defined readiness levels and certified against the defence plans.

Lieutenant General Peter Mirow has commanded the corps since March 2025. Command rotates between the two framework nations and rests with Germany until early 2028. From autumn 2026 a liaison element of 16 staff officers is to reinforce the corps presence in Estonia and Latvia.


The published size figures describe different roles. The general Bundeswehr organisational profile lists roughly 1,100 members of the permanent corps establishment, twelve represented nations and a generic command capacity of up to 80,000 soldiers. For the Baltic mission the figures are up to 50,000 commandable soldiers and personnel from 16 NATO states.


The Netherlands as Framework Nation


Germany and the Netherlands carry the 1GNC jointly. Dutch land forces are deeply integrated into the German Army. The 43rd Mechanised Brigade is assigned to the 1st Panzer Division, the 11th Airmobile Brigade to the Rapid Forces Division and the 13th Light Brigade to the 10th Panzer Division. The political decision to deploy remains national in each case.

Clingendael assesses this integration as an unusually far-reaching European cooperation model. Joint training, harmonised command procedures and compatible equipment are intended to develop interoperability to the point of interchangeability for individual capabilities.

The Netherlands announced the PULS purchase in April 2023. The government-to-government agreement between the Israeli and Dutch defence ministries was signed on 18 May 2023. The contract, worth 305 million US dollars, covers 20 PULS systems on COMMIT chassis, rockets and missiles of various ranges, plus training and support over five years.


Of the 20 launchers, 16 are earmarked for two operational batteries. Each battery receives eight launchers, organised into two platoons of four systems. Four further vehicles serve training, logistic reserve and replacement. The two batteries reinforce the firepower of the 43rd Mechanised Brigade and the 13th Light Brigade. Both brigades are assigned to German divisions.

For the German-Dutch framework this yields the following arithmetic: 20 Dutch and an initial five German launchers amount to 25 systems in total. Of these, 21 are operationally organised, namely 16 Dutch launchers in two batteries and five German Euro-PULS. The remaining four Dutch vehicles sit outside the operational batteries.


This order of magnitude produces a real rocket artillery capability. It corresponds to roughly two to three batteries for a corps area covering Estonia and Latvia. A two-division corps battle against an opponent with substantial counter-fire capacity additionally requires more launchers, large ammunition stocks, sustainable reconnaissance and reserves to replace losses.


What a Corps Requires Above the Division Level


The 1GNC operates a mobile command post and holds long experience as a Land Component Command and Joint Task Force Headquarters; leading elements are to be ready to move within 48 hours. The command capability of the staff is therefore sound. Operational combat power, however, arises only from the assigned divisions and corps troops.

Three functional groups carry the multi-division corps battle. Deep fires engage enemy command, artillery, reserves and supply. Integrated air and missile defence protects command posts, artillery and logistic nodes. Operational logistics sustain mobility and combat power despite high consumption and losses. Reconnaissance, engineering, electronic warfare, signals and medical support complement these core functions.


US Army doctrine FM 3-94 offers a functional benchmark. A US corps receives additional fires, air defence, reconnaissance and support formations depending on the mission; an Expeditionary Sustainment Command directs operational sustainment. The doctrine prescribes no fixed establishment but ties composition to mission, enemy, terrain and the number of subordinate divisions. It nonetheless illustrates the scale of forces a corps headquarters needs for high-intensity land warfare.

For the 1GNC it is not publicly stated which national or multinational formations would assume these functions in the event of defence. That is where the operational uncertainty of the new mission lies.


Euro-PULS and the German Time Gap


On 18 December 2024 the Budget Committee approved roughly 65 million euros for five German PULS systems. The Elbit contract announced in February 2025 carries a value of about 57 million US dollars, or roughly 55 million euros. Budget authorisation and contract value therefore denote different figures. The procurement draws on an option within the Dutch-Israeli contractual framework.

The five launchers replace the five MARS II systems Germany transferred to Ukraine. At the same time they open the programme for a future long-range indirect fire system, intended to engage all relevant target categories at a minimum of 300 kilometres. The publicly reported Bundeswehr requirement stands at around 50 launchers.


Media reporting further indicates a framework contract for up to 500 Euro-PULS vehicles under consideration, of which roughly half might be destined for the Bundeswehr. This figure has not been confirmed by procurement documents and describes an option rather than an inventory. Five German systems are contractually documented.

Depending on the munition selected, Euro-PULS can fire rockets and missiles at ranges between roughly twelve and 300 kilometres. For the German configuration the Joint Fire Support Missile from MBDA Deutschland, the Naval Strike Missile and RBS15 are named as possible effectors. Development, technical integration, selection and series procurement stand at different stages depending on the missile; no German integration decision for the land-based configuration is publicly documented.

The launcher alone does not create a deep precision strike capability. It additionally requires a robust sensor-to-shooter chain of reconnaissance, target data processing and release procedures, together with sufficient ammunition stocks. For the 1GNC, therefore, delivery and integration status determine the deep fires capacity actually available.


Air Defence in the Corps Area


The 1GNC must protect command posts, artillery, reinforcement routes and logistic nodes against Russian aircraft, drones, cruise missiles and ballistic missiles. The Luftwaffe, NATO air forces and the national systems of the Baltic states together form this architecture.

According to consistent reporting, Germany has transferred three Patriot systems from Bundeswehr stocks to Ukraine since 2022; no official inventory statement is available. In August 2025 Berlin agreed to deliver two further systems, coupled with a US commitment to prioritised replacement. The current operational German holding is not publicly disclosed. Transfers, modernisation, maintenance and replacement procurement change the available number continuously.


For the medium range Germany has ordered six IRIS-T SLM fire units. The first system was accepted in 2024; four further units are due in 2026. Against suitable targets IRIS-T SLM reaches roughly 40 kilometres with altitude coverage of about 20 kilometres.

On 11 September 2023 Estonia and Latvia signed a joint framework agreement with Diehl Defence for IRIS-T SLM. The binding orders followed separately: Estonia procured for around 400 million euros, the largest defence contract in Estonian history, while Latvia signed an order worth roughly 600 million euros on 30 November 2023.


The delivery picture has since changed. Diehl Defence has handed over the first IRIS-T SLM fire unit to Estonia; the Estonian procurement agency has ordered three fire units in total, with the remainder due the following year. Deliveries to Latvia are likewise scheduled to begin this year. The first ground-based air defence system of this family is therefore already standing in the 1GNC area of responsibility, while the German delivery stream is still pending.

The common system base across German, Estonian and Latvian procurement eases training, maintenance, spare parts holding and networking. The corps area additionally requires long-range missile defence, fighter aircraft, sufficient interceptor stocks and a pre-certified common command arrangement. This multinational integration is precisely one of the core tasks of the 1GNC.


Logistics and Germany's Double Commitment


The German Panzerbrigade 45 in Lithuania remains subordinate to Multinational Corps Northeast. It is to comprise at least 4,800 soldiers and around 200 civilian employees by 2027. Germany thereby ties heavy forces to the Lithuanian sector while simultaneously carrying command responsibility for Estonia and Latvia.

The 2025 annual report of the Parliamentary Commissioner for the Armed Forces documents the substantial personnel, materiel and infrastructure requirements of the Lithuania brigade. The parallel establishment of new formations draws on the same German force pool. Transport, supply, maintenance and medical support are particularly strained. The single-set-of-forces principle prevents double counting in planning but does not substitute for real growth in personnel, materiel and stocks.


Reinforcements reach Latvia and Estonia across the Baltic Sea or via the land corridor through Poland and Lithuania. Supply must function under enemy interference. This requires protected transhipment areas, resilient transport chains and pre-positioned stocks for the corps.

German military strategy simultaneously assigns Germany the function of a central operating base for allied reinforcements. War on the Rocks assesses current German performance as insufficient to discharge this hub function fully. The 1GNC mission raises the requirement further, since multinational reinforcements must be received and integrated into regional operations.

A sound logistic assessment requires measurable criteria: available transport capacity, daily ammunition throughput, maintenance output, medical evacuation and days of supply. The published documents contain no such corps balance sheet.


The Timeline of German Capability Development


The summary of German military strategy published in April 2026 names long-range precision effects, territorial missile defence, digital sovereignty and national command of multi-domain operations as capability goals. Multinational cooperation is explicitly not treated as an end in itself; the Bundeswehr is to become combat-ready by its own means and capable of projecting forces alongside allies.

These commitments match the requirements of the 1GNC. The public strategy, however, contains no corps order of battle and no data on ready corps troops, readiness levels or ammunition stocks. The greater part of the military strategy and capability profile remains classified.

OSW describes a three-stage build-up. Until 2029 existing resources are to raise defence capability as quickly as possible. In the following phase to roughly 2035, procured systems are to arrive and enable Germany to assume a broader European leadership role. The target state of a technologically superior conventional force is set for 2039.


Personnel growth follows the same staging. By 2035 the Bundeswehr is to comprise at least 460,000 active and non-active members, including around 260,000 active soldiers and 200,000 reservists; OSW expects the stronger quantitative growth after 2029. The year 2029 therefore marks a planning milestone in capability development, not an assumed date of war.

The corps mission does not wait for these phases. The NATO Force Model already requires assigned forces at verified readiness. The operational time gap arises from the difference between an activated mission and a staged build-up plan.


Gady's Thesis and the Alliance-Political Counterargument


Gady links European integration to a stronger national German capability core. His military logic holds: a framework-nation corps needs guaranteed command, fires and support forces. Force generation after a crisis has begun produces delay and operational uncertainty.

The NATO framework nation concept simultaneously pursues a political logic of integration. Smaller states contribute specialised or regionally available forces and gain structural weight within a larger formation. Mutual dependence increases the binding effect of the alliance and prevents partner contributions from becoming appendages of a dominant troop contributor.

The 1GNC combines both approaches. Germany and the Netherlands provide the command framework and a growing rocket artillery core. Estonia and Latvia contribute their divisions, territorial knowledge and an air defence capability now entering service. Further NATO states reinforce the formation.

Military robustness arises from pre-assigned contributions, joint exercises and secured national release procedures. Germany and the Netherlands must therefore guarantee a defined minimum of corps troops. Partner contributions extend this core and remain an integral part of operational planning.


Operational Assessment


The 1GNC holds a defined defence area, two assigned division structures and a possible command scope of 50,000 soldiers. The staff is experienced and German-Dutch army integration is far advanced.

In deep fires, 21 operationally organised launchers are available: 16 Dutch systems in two batteries and five German entry systems. Germany plans a considerably larger holding of around 50 launchers, but the delivery stream remains time-critical. In air defence, German, Estonian and Latvian IRIS-T procurement creates a common system base, and the first Estonian fire unit has already been handed over. Patriot remains a scarce capability claimed by several commitments at once.


The operational time gap runs between a corps mission activated on 1 July 2026 and a national build-up plan whose principal effect sets in after 2029. By the end of the German command phase in early 2028, force underpinning must be clearly discernible.

The test comprises assigned fires formations, a certified air defence architecture and sustainable operational logistics. Joint large-formation exercises must demonstrate these capabilities under realistic conditions. Only their simultaneous availability gives the corps mission its full deterrent effect.
