Iranian Military Activity and Regional IAMD Employment

Separate news organisations reported the military statement, but their accounts provide no independent sensor data, debris assessment or interceptor record.

The engagement carries medium-high confidence because the responsible armed forces issued a detailed, time-specific operational statement and no conflicting account emerged. Missile types, launch locations and interceptor expenditure were not disclosed. The intended targets inside Jordan remain unidentified.

The Kuwaiti military reported that an Iranian strike hit a Chinese company’s building in northern Kuwait, killing one worker and causing substantial structural damage. Separate news reports reproduced the military account. No second publicly accessible primary source from the operator, emergency services, a medical authority or the Chinese representation was identified.

The physical impact and fatality carry medium-high confidence. The detailed Kuwaiti statement and consistent reporting support the event, while independent forensic confirmation remains absent. Attribution to the Iranian strike sequence also carries medium-high confidence. Public information does not identify the weapon type, launch point or recovered components.

The attacks continue to bind Jordanian and Kuwaiti IAMD capacity outside the direct U.S.-Iranian engagement area. The documented Iranian effect consists primarily of regional warning, interceptor expenditure and expansion of the defended-area requirement. Confirmed destruction of protected military targets remains limited.

Damietta and the Eastern Mediterranean

The Egyptian cabinet confirmed on 30 JUL 26 that an unidentified UAS caused the fires aboard Energos Winter and GasLog Salem at Damietta port. Investigators recovered remnants of the air vehicle. The finding provides official confirmation of the UAS cause assessed as provisional in the preceding report.

The UAS impact carries high confidence because the Egyptian government published its preliminary investigation and maritime-security reporting independently identified a corresponding impact. Perpetrator attribution carries low confidence. No actor claimed responsibility, and authorities released no launch area, flight path or exploitable system characteristics.

Egypt stated that alternative gas and fuel supplies had been secured for national requirements. No grid failure or confirmed loss of the entire regasification capacity was reported. Continued restrictions at Damietta would reduce the flexibility of Egypt’s gas supply system during peak summer demand.

Strait of Hormuz and U.S. Congress

The operational and legal status of the Strait of Hormuz remains contested. Iran continues to claim traffic-management authority, while the United States maintains Iran-related maritime enforcement. No agreed Iranian-Omani transit procedure, authoritative confirmation of normalised commercial traffic or defensible evidence of complete control by either belligerent was available.

At 301828B JUL 26, the U.S. Senate rejected by 49 votes to 50 a motion to discharge S.J.Res.181 from the Foreign Relations Committee. The Joint Resolution would have directed the removal of U.S. forces from hostilities against Iran that Congress had not authorised.

The measure remains in committee following the failed procedural vote. The Senate did not pass the instrument or transmit it to the House of Representatives. No presidential presentment or veto issue arose. The vote imposes no immediate restriction on the continuing U.S. force posture.

Situation Assessment II

Ukraine, Russia and Missile Impact in Poland

The Polish Operational Command detected an object entering Polish airspace at 300340B JUL 26. Emergency personnel subsequently recovered missile debris and identified an impact crater approximately ten metres wide near Tarnawa-Kolonia, roughly 100 kilometres from the Ukrainian border. No casualties or structural damage were reported.

Prime Minister Donald Tusk stated that all available indications pointed to a Russian Kh-101. The airspace penetration and crash carry high confidence because radar detection, the physical site and separately produced reporting are mutually consistent. Missile-type identification carries medium-high confidence pending completion of the Polish technical examination. The available evidence does not establish a deliberate attack against Poland.

According to later Ukrainian figures, the Russian strike wave killed at least ten people and wounded more than 50. President Volodymyr Zelenskyy placed the Russian force package at more than 70 missiles and approximately 280 UAS. The casualty total carries medium-high confidence because rescue operations and subsequent official reporting remained active. The weapon totals remain Ukrainian operational figures without a complete independent count.

The Polish incident exceeds the precautionary readiness activity recorded in the preceding report. It confirms physical spillover onto NATO territory and increases the requirement for persistent track correlation, rapid classification and prepared engagement zones along Ukraine’s western border.

European Defence Financing for Ukraine

The European Commission disbursed a further EUR 3.47 billion from the military financing window of the Ukraine Support Loan on 30 JUL 26. Ukraine’s Ministry of Defence confirmed receipt at 301319B JUL 26. The funding is intended for UAS, missiles, air defence and the financing of Swedish Gripen combat aircraft. Cumulative defence disbursements from this loan reached EUR 8.5 billion.

The transfer carries high confidence because the payer and recipient documented the completed transaction. The disbursement does not establish immediate operational availability of the named systems. Red Sea and Bab al-Mandab

The Saudi Ministry of Defence presented plans for a multinational maritime-defence coalition on 30 JUL 26 following a conference attended by representatives of 43 states and the European Union. Saudi Arabia is to lead the initiative and host its headquarters. Fourteen states, including Egypt, Pakistan and Türkiye, publicly declared their support.

UKMTO and JMIC confirmed no new missile impact, vessel fire or disabled merchant ship in the Red Sea during the reporting period. The Houthi-declared blockade of Saudi Arabia remains an actor claim. Effective closure of Bab al-Mandab has not been established.

Cyber and Critical Infrastructure

CISA warned on 30 JUL 26 of a significant increase in attacks against programmable logic controllers used by U.S. water and wastewater systems. The FBI identified affected operators in at least seven states. Individual facilities experienced pressure loss, flooding or temporary transition to manual operation. No confirmed contamination of drinking water was reported.

The attack series and its operational effects carry high confidence because federal agencies and affected authorities issued mutually consistent information. The earliest known attacks against more than 30 systems in Minnesota occurred on 26 and 27 JUL 26. The qualifying delta is the national scope disclosed during the reporting period and confirmation of operational effects.

Iranian direction carries low confidence. U.S. authorities are investigating corresponding indications but have not published a completed technical attribution. The available evidence establishes coordinated exploitation of internet-exposed OT. A state command structure has not been demonstrated.

Proliferation and Sanctions

The U.S. Department of the Treasury sanctioned six individuals and entities in China, India, Russia and Iran on 30 JUL 26 for supporting Mahan Air. The measures cover sales and procurement structures as well as DadeNegar, a front company that the United States associates with IRGC military targeting.

The legal effect of the designations carries high confidence because Treasury and OFAC published the authorities and designated actors. The underlying assessment of operational support relationships carries medium-high confidence; significant intelligence evidence remains classified. The measures increase exposure for international aviation, financial and procurement service providers without establishing an immediate reduction in Mahan Air flight operations.

Japan: Earthquake and Industrial Situation

Kumamoto Prefecture recorded 34 deaths associated with the earthquake by 300800B JUL 26. At that point, authorities had formally confirmed 25 as directly disaster-related fatalities. The total number of injured increased to 120, including five seriously injured.

The figures carry high confidence because they originate from the sixth meeting of the prefectural disaster-response headquarters and are consistent with subsequent field reporting. The increase from the preceding report is eleven deaths. The official distinction between confirmed direct disaster fatalities and other associated deaths remains applicable.

Toyota extended production stoppages at three Kyushu plants through 5 AUG 26. Nissan, Mitsubishi Motors and several semiconductor suppliers also reported restrictions. TSMC resumed operations, while Renesas planned a phased restart from 5 AUG 26.

Short-term disruption of regional automotive and semiconductor supply chains carries high confidence because multiple operators confirmed shutdowns. Permanent capacity loss carries low confidence. No evidence of irreparable production-equipment or clean-room damage has been released.

European Wildfire Situation

Three firefighters were killed during wildfires on Crete and the Peloponnese. Two died on Crete and one in the Peloponnese. Hundreds of residents and tourists were evacuated, while more than 200 emergency personnel operated in the principal fire areas.

The fatalities and evacuation measures carry high confidence because Greek authority reporting and separately produced field accounts are mutually consistent.

Approximately 84,000 previously evacuated residents in southwestern France were permitted to return after the fire fronts were contained. The operational burden shifted toward extinguishing residual fires and restoring affected areas. This development carries high confidence through regional authority reporting and independently produced field coverage.

Losses

During the reporting period, the Pentagon, CENTCOM and the U.S. armed services issued no new confirmed personnel-loss release identifying additional fatalities, wounded personnel or missing persons. No loss of a U.S. aircraft or naval platform and no newly confirmed damage to a U.S. military installation were announced.

The retained cumulative baseline for the wider Iran conflict remains 18 U.S. fatalities. Intelligence Assessment

The Iranian response remains oriented toward binding regional IAMD resources and conducting politically visible attacks with limited confirmed target effects. Within 72 hours, a Saudi announcement of assigned ships, command structure, ROE or an operational start would convert the Red Sea coalition initiative into a militarily relevant force package. UKMTO or JMIC reporting of new impacts, fires or diversions would provide the principal indicators of effective Houthi enforcement against the SLOC.

Polish forensic identification of Kh-101 components is the principal 24-hour indicator on NATO’s eastern flank. A further airspace penetration, Polish weapons engagement or Allied Air Command force adjustment within 72 hours would indicate an enduring change in allied protective posture.

For U.S. water utilities, technical attribution from CISA and the FBI, together with new operator reporting of pressure loss or control failure, constitutes the relevant 24-hour indicator set. Additional confirmed intrusions across multiple states or mandatory disconnection orders for internet-exposed PLCs within 72 hours would establish a continuing national critical-infrastructure campaign.

Kumamoto Prefecture and Japan’s national disaster authorities remain responsible for casualty and utility reporting. Operator announcements concerning the restart of automotive and semiconductor plants within 72 hours will determine whether disruption remains regional or propagates into wider supply chains.

Negative Reporting

Outside the developments assessed above, no additional military operation, force movement or geographically altered exercise continuation met the threshold. No independently confirmed intelligence operation, espionage arrest, sabotage action or influence operation qualified.

No additional state-attributed APT campaign or strategic ransomware incident with demonstrated critical-infrastructure effects qualified beyond the attacks against U.S. water systems.

No conflict-related NOTAM, CZIB or EASA SIB issued or materially amended after 300601B JUL 26 met the threshold for altered area, altitude band or validity period. The Russian airspace violation in Poland is assessed as an operational event rather than a NOTAM development.
